DRC seeks qualified and experienced local non-profit organizations including local non- governmental organizations (LNGOs) and community-based organizations (CBOs) that are legally registered and currently operational in Somaliland, to partner under the DANIDA Strategic Partnership Agreement (SPA) Project. Through this partnership, DRC aims to strengthen locally driven responses that advance the shared objectives of protection, resilience, and safer migration. The partnership will contribute to the following the following outcomes:
Outcome 1: Safer communities have the capacity and systems to reduce all forms of violence. Outcome 2: People’s basic needs are met.
Additionally, selected partners will contribute to DRC’s specific DANIDA SPA 2026 objectives of:
In addition to implementing activities, partners will be expected to contribute to evidence of generation and learning, ensuring that interventions are informed by context-specific analysis and community feedback. DRC is committed to strengthening the technical and organizational capacity of local actors and promoting localization and accountability across all programme components.
To be eligible, applicant organizations must meet the following minimum requirements:
Be legally registered as a LNGO or CBO in Somaliland for over 5 years;
Hold a valid registration certificate issued by the Somaliland Ministry of Planning or other relevant authority;
Have an established physical presence and active operations within Somaliland
Preferably in migration-affected areas along the Eastern Migration Route (EMR);
Demonstrate a proven record of working with migrants, refugees, asylum seekers, and returnees in Somaliland;
Have direct experience implementing projects focused on protection and/or mixed migration, including case management, referrals, awareness-raising, and service delivery;
Show experience in community-based protection, livelihood, or resilience programming in displacement or migration contexts;
Have a track record of collaboration with relevant government ministries, UN agencies, or humanitarian coordination mechanisms;
Maintain functioning financial management and procurement systems, governed by written internal policies;
Possess established safeguarding, child protection, and PSEA (Prevention of Sexual Exploitation and Abuse) policies consistent with humanitarian standards;
Adhere to Do No Harm, conflict sensitivity, and data protection principles in all operations;
Have an organizational structure with qualified staff to manage, report, and coordinate project activities
Be willing to operate in line with DRC’s policies, code of conduct, and reporting procedures;
Be open to capacity assessments, monitoring visits, and joint learning exercises with DRC; and
Demonstrate a clear commitment to localization, accountability to affected populations, and inclusive community engagement.
Valid certificate of registration from Somaliland Ministry of Planning and National Development;
At least one recommendation letter or Memorandum of Understanding (MoU) with a Ministry or any other UN entity, or relevant ministries or Governmental agency;
At least one recommendation letter from a current, previous partner or Cluster on protection/mixed migration related programs;
Updated organizational profile;
Updated article of association or constitution;
Organization’s financial Policy and procurement policy;
Organization’s child protection, PSEA and/or safeguarding policy;
Organization’s strategic plan;
At least two final reports of past relevant (protection/mixed migration) projects;
List of relevant projects including project title, sector(s) of intervention, start and end dates, donor and location (esp. region/district and villages);
At least two last financial reports;
Audited financial statements for the past 2 years (2023 and 2024) and/or Bank statements for the last audited financial year (2023 or 2024);
Updated organizational structure;
CVs of key personnel, including senior management
