EXTERNAL CONSULTANT TO DEVELOP VAWG AND HARMFUL PRACTICES TRAINING CONTENT FOR SERVICE PROVIDERS

Somaliland Y-PEER, with support from the International Solidarity Foundation (ISF), is implementing the Ending Violence Against Women and Girls (EVAWG) Project in Hargeisa and Burao. The project supports communities and institutions to prevent and respond to VAWG, including FGM/C and child and forced marriage.
Somaliland Y-PEER seeks an external consultant to develop a clear, practical and context-appropriate training package for health workers, social workers, police personnel, prosecutors, judicial and court personnel, legal/protection actors and other relevant service providers.
The package will help service providers understand VAWG and harmful practices, prevent violence, provide safe survivor-centred first-line support, use the existing project referral pathway, and strengthen safeguarding, action planning and accountability.
Overall objective: To develop a practical training package that strengthens service providers' knowledge and skills to prevent and respond safely to VAWG and harmful practices.
Explain gender, human rights, VAWG and harmful practices, including their causes and consequences.
Strengthen practical prevention skills, including community engagement, social norms change, male engagement and advocacy.
Build survivor-centred first-line support skills based on safety, confidentiality, informed consent, dignity and choice.
Clarify referral, safeguarding, child protection, PSEA and the roles and limits of different service providers.
Improve action planning, monitoring, reporting and accountability for VAWG prevention and response.
Provide ready-to-use facilitator, participant, assessment and evaluation materials.
Primary users: health workers; social workers and case-management personnel; police officers and investigators; prosecutors; judicial and court personnel; legal-aid, protection and other relevant service providers.
Language: all materials must be in clear professional English and suitable for later adaptation or translation.
Duration: the future training duration is not predetermined. The consultant must recommend and justify the number of delivery days through a realistic modular agenda.
Approach: participatory adult learning, using simple presentations, group work, case studies, role plays and practical exercises.
Review project documents, the approved referral pathway, relevant training resources, safeguarding requirements and verified legal/policy and institutional frameworks.
Submit an inception note with the proposed competency framework, content structure, methodology, workplan and required inputs.
Define common and role-specific learning objectives for health, social welfare, police, prosecution, judiciary/courts and other service providers.
Recommend and justify the number of future training days, with a detailed modular agenda showing objectives, methods and time allocations.
Develop the complete manual, facilitator guide, slides, participant handouts/job aids, case studies, role plays and group exercises.
Develop pre/post-tests, answer and scoring guides, and a participant training-evaluation tool.
Use fictional, non-identifying and non-graphic scenarios that reflect Somaliland institutions and show safe coordination, referral and role boundaries.
Present the draft for technical review, respond to consolidated Somaliland Y-PEER/ISF comments and submit a quality-checked final editable package.
Advanced degree in gender studies, public health, social work, psychology, law, human rights, development studies or a related field; a relevant first degree with substantial specialist experience may be accepted.
At least five years of relevant experience in GBV/VAWG response, survivor-centred services, safeguarding, access to justice or closely related work.
Demonstrated experience developing competency-based curricula, manuals, facilitator guides, slides and assessment tools for adult professionals.
Strong knowledge of VAWG, FGM/C, child marriage, first-line support, consent, confidentiality, referral and safe documentation, with experience engaging health/social and police/justice actors.
Practical understanding of survivor-sensitive police, prosecution and judicial processes, access to justice, evidence/documentation boundaries and prevention of secondary victimization.
Knowledge of the Somaliland/Somali context and ability to adapt international guidance to local institutions; excellent written English and commitment to professional ethics.
Demonstrated commitment to safeguarding, confidentiality, non-discrimination and constructive response to technical review feedback.
Applicants must submit the following:
A concise technical proposal demonstrating understanding of the assignment, methodology, quality-assurance approach and proposed 10-day workplan.
A financial proposal showing the total professional fee, applicable taxes and any other costs.
An updated CV highlighting relevant GBV/VAWG, curriculum-development and multi-sectoral assignments.
At least one comparable GBV/VAWG curriculum, training manual or facilitator guide, with confidential information removed.

Declarations of availability and compliance with safeguarding, confidentiality and conflict-of-interest requirements.
Indicative evaluation: relevant qualifications and technical experience 25%; curriculum-development experience 20%; methodology and workplan 20%; contextual and multi-sectoral experience 10%; and financial proposal/value for money 25%, subject to approved Somaliland Y-PEER procurement procedures.
All original materials produced under the consultancy will belong to Somaliland Y-PEER, subject to properly identified pre-existing third-party rights. The consultant may not publish, reuse or disclose the package or project information without written authorization and must cite all sources.

WHO guidance on caring for women subjected to violence and survivor-centred first-line support using LIVES.
Interagency GBV Case Management Guidelines and relevant training tools.
Relevant UNFPA guidance on survivor-centred response, confidentiality and safe information-sharing.
The approved project referral pathway and Somaliland Y-PEER safeguarding requirements.
Verified Somaliland laws, procedures, institutional mandates and applicable professional standards.
