DRC is Prepositioning for funding opportunity as a Program Implementing Partner to provide vocational education and training (TVET) in Somalia. The Gender-Based Violence (GBV) Officer will play a critical role in ensuring the successful implementation of gender-sensitive, safe, and supportive interventions for the World Bank-funded "Somalia Empowering Women through Education and Skills 'Rajo Kaaba' Project" in Galmudug and Mogadishu, with a specific focus on preventing and addressing GBV among participants. This position will be involved in designing, implementing, and monitoring GBV prevention and response strategies within the project’s activities. The GBV Officer will work closely with project partners, community leaders, and local stakeholders to create a safe learning environment for all beneficiaries, particularly women and girls, who are at a heightened risk of gender-based violence.

This role is contingent upon the successful securing of funding for the project.

Responsibilities:

• Support in the development and execution of comprehensive GBV prevention and response strategies within the context of the project.
• Ensure that all project activities and interventions are designed with GBV prevention measures embedded in the planning and delivery process.
• Develop and implement awareness-raising campaigns on GBV, women's rights, and gender equality, focusing on both participants and broader community members.
• Organize and conduct community sensitization campaigns to address harmful social norms and attitudes that perpetuate GBV.
• Work to ensure that educational materials, curricula, and training content are gender-sensitive and inclusive, addressing GBV concerns and highlighting the importance of a safe learning environment for all.
• Work closely with local organizations, service providers, and authorities to establish referral pathways and ensure access to essential services for GBV survivors, including legal support, healthcare, and psychosocial services.
• Design and manage systems for confidential reporting and support for GBV survivors within the project, ensuring that survivors feel safe and supported when disclosing incidents.
• Provide direct support for survivors, offering psychological first aid and ensuring appropriate referrals are made to specialized services.
• Monitor and track the response to GBV incidents, ensuring that cases are addressed in a timely and appropriate manner, with the survivor’s consent.
• Support in developing training programs for project staff, trainers, and community members on GBV prevention, response, and support for survivors.
• Build the capacity of local stakeholders, including teachers, facilitators, and community leaders, on how to respond to GBV disclosures and support survivors.
• Ensure that the project’s staff and local partners are well-equipped with the skills and knowledge necessary to identify and respond to GBV effectively and sensitively.
• Conduct training on GBV-related issues, including legal rights, reproductive health, and gender equality, for project beneficiaries and community leaders.
• Collaborate closely with the Gender and Social Inclusion Unit, Ministry of Education (MoECHE), FMS authorities, and local civil society organizations to integrate GBV prevention and response mechanisms into the project’s broader activities.
• Establish and maintain relationships with local GBV service providers, health facilities, and legal institutions to strengthen the referral and response system for GBV survivors.
• Participate in local and national GBV coordination meetings to align with other ongoing efforts and ensure that the Rajo Kaaba project adheres to national GBV standards and best practices.
• Develop and implement monitoring tools to track the effectiveness of GBV prevention and response activities, ensuring that lessons learned are used for continuous improvement.
• Ensure that all GBV-related incidents and activities are documented, and reports are submitted regularly to the Program Manager, with a focus on outcomes, impact, and recommendations for future interventions.
• Provide regular reports on GBV activities to the Ministry of Education (MoECHE) and relevant stakeholders, ensuring compliance with project timelines and deliverables.
• Conduct regular assessments to evaluate the GBV-related risks and identify potential improvements in the project’s activities.
• Ensure that all project activities comply with safeguarding standards and protect beneficiaries, particularly women and girls, from any form of exploitation or abuse.
• Develop and implement clear safeguarding policies and procedures, including clear reporting mechanisms, ensuring that staff and beneficiaries are aware of and understand the project's accountability and protection protocols.
• Oversee the safe and confidential handling of GBV-related information, ensuring privacy and maintaining the dignity of survivors
