I. Summary of Position

The Health and Nutrition Supervisor is responsible for overseeing the planning, implementation, monitoring, and reporting of health and nutrition activities across supported health centers, stabilization sites, mobile clinics, and outreach programs. The position ensures quality delivery of Primary Health Care (PHC) and emergency nutrition services, supports government health staff, and strengthens community-based health responses in line with national protocols and Action Against Hunger standards.

II. Purpose

The purpose of this role is to ensure effective management of health and nutrition programs through technical support, capacity building, supervision, and close collaboration with government, communities, and partners. The position ensures that services are accessible, accountable, and delivered with quality, while promoting gender equality, protection, and dignity for beneficiaries.

III. Engagement

The Health and Nutrition Supervisor work under the direct supervision of the Health and Nutrition Officer or Program Manager and Field Coordinator and engages closely with project staff, government health authorities, community health workers (CHWs), and humanitarian partners. The role requires active participation in coordination forums, representation of the organization at the local level, and continuous collaboration with beneficiaries and communities.

IV. Essential Job Functions

Objective 1: Team Management

• Support the project staff in developing planning for health centers, stabilization sites and health posts.
• Support the field officer in implementing the DIP responses plan developed for each project.
• Organize regularly monitoring and evaluation meetings/events of team members.
• Organize training courses on PHC and emergency nutrition responses for project staff.
• Organize weekly/bi-weekly/monthly meetings with the health facility team and report the outcome to health and nutrition officer, program manager and field coordinator.
• Keep an updated register of the staff (absences, overtime).
• Supervise and ensure accuracy of the daily, weekly and monthly reports on health and nutrition team collected from existing health facilities, mobile teams and community workers.
• Identify problems in the implementation programme and propose solutions in coordination with the health and nutrition officer.
• In case of a conflict between team members try to mediate and refer to health and nutrition officer and respective district health officer when needed.
• Ensure that the team interacts in an empathy and interactive & participatory with the beneficiaries and those accompanying them.
• Ensure good coordination and collaboration with other nutrition team members and support departments.

Objective 2: Support government health staff to manage mobile clinics and nutrition centres

(OTP, TSFP and SC)

• Make sure that basic health services at mobile clinics/MHNT sites and the nearby health facilities are implemented according to the National protocols.
• Follow-up of distribution, management and consumption of essentials medicine, nutrition products and systematic treatment, therapeutic food and NFI, including RUTF, RUSF/CSB ++ and other routine medications.
• Identify training gaps in health facility staff to provide basic health services and emergency nutrition services.
• Ensure that the project staff and government health staff (including health staff working in temporal mobile clinics, and Health centers) have adequate training on the rendering basic health services and emergency nutrition interventions as the National manual.
• Plan and support on-the-job and refresher training according to the weaknesses identified.
• Adapt training materials according to the identified needs.
• Provides technical support and training required to all team members including government health staff working in mobile clinics and nutrition sites in collaboration with Action Against Hunger field officer, Program Manager and MOH district health officer.
• Analyze the health and nutritional situation of host and IDP communities.
• Compile and submit to health and nutrition officer or Program Manager the statistical and narrative report consist of basic health services delivered at health center and emergency nutrition services delivered at the nearby health facilities.
• Ensures the availability of job aids, recording and reporting formats, essentials drug kits and nutritional therapeutic products and food for program implementation**.**

Objective 3: Data management, reporting and program development

• Ensure proper recording of the information related to the implementation of the basic health and Nutrition services at mobile clinics, health and nutrition centres, including care practices, appetite test, health and nutrition education and home-visiting.
• Report on activities on a regular basis through qualitative and quantitative Activity Progress Report (APR) format and updating the health and nutrition Program officer on the status of the program and performance of the staff
• Ensure data collected from mobile clines and health centers and from existing health facilities.
• Reporting about your activities, identified problems and proposed solutions to health and nutrition officer.
• Monitor the health and nutrition situations of the communities using databases as requested.
• Participation in formulation of the ACF future operation in PHC and emergency nutrition.

Objective 4: Represent the organization in relation to the project to the local authorities and other partners

• Action Against Hunger representation for IDP responses including PHC and IMAM activities in related forums and meetings.
• Present the project to the various local partners.
• Liaise with the authorities, committees and other beneficiaries.
• Always Upholds the image and values of Action Against Hunger.
• Represent Action Against Hunger in Area Based Coordination, Cluster systems and MOH coordination forums.
• Conduct activities as requested by the health and nutrition officer/program manager/field coordinator.

Objective 5: Community outreach activities – ICCM

• Work with communities to understand the role of the integrated Community Case Management Program and the responsibilities of the CHWs.
• Mobilize the community and work with the Community in identification, selection and training of CHWs.
• Conduct field visits for ICCM field staff monthly to ensure proper data collection and improve quality of care given by CHWs.
• Conduct monthly meetings/trainings with all ICCM staff.
• Conduct quarterly meetings/reviews with all CHWs .
• Ensure proper dispensing and recording of drugs from each CHW through ICCM monitors to ensure continuous supply of drugs.
• Have accountability for the drug supply and tracking of the CHWs.
• Ensure continuous mentoring and capacity building of CHWs, to ensure proper understanding and adherence to ICCM.

V. Fiscal Responsibility

• No direct budget management under this position.

VI. Physical Demands

• While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with interruptions.
• To travel to the field, the employee must attest to a level of physical fitness capable of enduring physically difficult, highly stressful situations which may include the necessity to walk long distances, to eat a limited diet and/or to reside in potentially uncomfortable housing or tents.

VII. Working Conditions, Travel and Environment:

• The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required by contact with the missions, mission security, or other obligations.
• Must be able to travel as required for standard domestic and international business travel as well as to the missions if appropriate. While visiting the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well is to infectious diseases.

Experiences and Qualifications

Required Qualifications and Professional Experience:

• Bachelor’s in nutrition, Midwifery, Public Health, Nursing, or related field.
• Minimum of 4 years’ work experience in health and nutrition programs in the Somalia context.
• Knowledge of the local context, including cultural, social, and political dynamics, is advantageous.

Required Skills, Competencies & Attributes:

• Demonstrated humanitarian experience in medical and nutrition programs (EPHS, CMAM, BEmONC, ICCM).
• Strong knowledge of MoH, UN, and NGO health systems and structures.
• Familiarity with Health Information Management Systems.
• Proven competence in team management, supervision, and training.
• Excellent reporting, analytical, and organizational skills.
• Computer literacy (MS Word, Excel, Outlook, PowerPoint).
• Fluency in English and Somali (oral and written).
• Adherence to humanitarian principles and Code of Conduct.
• Strong interpersonal, communication, and conflict resolution skills.
• Ability to work under pressure, with irregular hours, and in challenging environments.
