Job Description

The Position:

Under the overall guidance of the Deputy Representative and the direct supervision of the Humanitarian Programme Coordinator, the Humanitarian Analyst will support the implementation of UNFPA's humanitarian activities in Somalia. This includes assisting with needs assessments, response planning, and the coordination of humanitarian interventions, as well as conducting rapid assessments and supporting programme monitoring and evaluation. The Humanitarian Analyst will work closely with the Gender Based Violence (GBV), Adolescents and Youth (A&Y), Sexual and Reproductive Health (SRH), Population and Development (P&D), and field offices in Puntland and Somaliland to provide humanitarian aid to those in need.

The United Nations Population Fund (UNFPA) is the UN's sexual and reproductive health (SRH) agency. In humanitarian contexts, UNFPA is a critical player in ensuring that reproductive health services are accessible, gender-based violence (GBV) is prevented, and the rights of affected populations are protected.

UNFPA Somalia’s Country Programme (CP) aligns with the UN Sustainable Development Cooperation Framework (UNSDCF) and aims to improve the health and well-being of the Somali population, focusing on women and youth. The program addresses key issues in sexual and reproductive health (SRH), gender equality, and gender-based violence (GBV), with a focus on expanding SRH services, supporting GBV survivors, empowering adolescents and youth, and responding to humanitarian crises. The program works closely with Government, civil society, and other UN agencies to ensure effective service delivery, policy advocacy, and community engagement.

Job Purpose:

The Humanitarian Analyst will contribute in the programme and technical support as well as in coordination to ensure strong partnerships and collaboration with the UN system and national/international counterparts in all areas  related to emergency preparedness and humanitarian response. UNFPA leads the Gender- based Violence (GBV) Sub-Cluster and the Sexual and Reproductive Health (SRH)  Working Group, which requires close cooperation with the Health and Protection Clusters to ensure that Reproductive Health (RH) needs are met and to protect women and girls against GBV in humanitarian settings. 

You will support UNFPA partners and assist in building their capacity to address programmatic and technical needs in emergency situations.

You would be responsible for:

A. Coordination:

• Participates in national and sub-national humanitarian coordination and clusters and working groups (WGs) meetings, including the National Humanitarian Coordination Forum, Sexual Reproductive Health (SRHWG), Gender-based Violence (GBV AoR), etc.., and raises salient issues requiring action and follow-up by the Humanitarian Coordinator.
• Supports UNFPA’s internal humanitarian coordination meetings by organizing meetings, documenting discussions, and tracking action points.
• Contributes to mapping the CO’s SRH and GBV humanitarian activities to enhance coordination and prevent duplication of efforts.
• Supports the development and implementation of the humanitarian coordination unit work plan in coordination with the SRH, P&D, A&Y, and GBV units.  

B. Emergency Preparedness and Response:

• Contributes to the development and implementation of the CO’s emergency preparedness plans, Minimum/Advanced Preparedness Plan, Contingency Plans, and strategies. 
• Supports inter-agency and multi-sectoral needs assessments to generate specific data and information on SRH and SGBV.
• Maintains contact with the CO’s field offices in Puntland and Somaliland and Implementing Partners (IPs) in the Federal Member states to generate information and data needed to inform UNFPA anticipatory action and rapid response.   
• Works with the Operation, SRH, and GBV units to ensure effective and timely procurement of dignity kits, MHM, and IARH kits as identified by humanitarian needs assessments and following UNFPA rules and regulations.
• Supports the integration of UNFPA’s mandates in SRH and GBV into the government and humanitarian community EPR plans.
• Supports resource mobilization through contributing to the development and review of proposals, budgets, workplan and result frameworks.

C. Capacity Building

• Supports capacity-building initiatives to enhance the skills of frontline workers and service providers in SRH and SGBV.
• Participates in selecting trainers and participants, reviewing training agendas, and ensuring the follow-up of capacity-building activities.
• Organizes and/or facilitates training, workshops, and other knowledge-sharing activities on emergency preparedness and response for UNFPA staff and external partners.

D. Reporting, Documentation and Communication:

• Prepares and submits regular reports on humanitarian developments, response actions, and achievements.
• Supports in drafting situation reports highlighting unmet needs across GBV and SRH and making recommendations to strengthen the CO’s humanitarian response.
• Assist in the preparation of donor reports, internal briefs, and other documents as required.
• Maintains up-to-date records of emergency responses, interventions, and activities in the CO’s operational map and factsheet.
• Contributes to the development of advocacy and communication materials, including human interest stories and other advocacy materials on humanitarian and emergency-related work.

E. Monitoring and Analysis:

• Monitors, analyzes, and reports on humanitarian situations, including disaster relief and emergency response, with a focus on SRH and GBV, provides early warning information, and ensures preparedness for timely responses.
• Provides early warning information and trend analysis for the CO to ensure preparedness and swift responses.
• Undertakes regular field visits to monitor and support the implementation of UNFPA humanitarian activities across SRH, GBV and A&Y.
• Works closely with the Monitoring and Evaluation unit to monitor humanitarian activity indicators and support reporting in RRP. 

Carry out any other duties as may be required by the UNFPA CO.  

Experiences and Qualifications

Education:  

Advanced degree with Two years (2 years) relevant experience in population, demography, development studies, public health and/or other related social science discipline.

Knowledge and Experience:

● Two years professional experience in the field of public health, with experience in programme/ project management

● Work experience in the field of sexual and reproductive health programme is desirable

● Knowledge of the country’s context and a good understanding of the government systems, particularly in sexual and reproductive health areas

● Practical experience in design, monitoring and evaluation of development projects

● Experience using office software packages and web-based management systems

● Work experience in the UN system and development partners will be an added advantage

Languages: 

Solid command of spoken and written English and Somali language.
