Re: Construction of Two Livestock Market Sheds in Southwest and Jubaland States, SOM-2000004325-0181-W-NCB

  1. The Ministry of Agriculture and Irrigation, Federal Government of Somalia has has received (or in appropriate cases “has applied for”) financing from the International Fund for Agricultural Development (IFAD) and intends to apply a part of the proceeds to the financing of this procurement. The use of any IFAD financing shall be subject to IFAD’s approval, pursuant to the terms and conditions of the financing agreement, as well as IFAD’s rules, policies and procedures. IFAD and its officials, agents and employees shall be held harmless from and against all suits, proceedings, claims, demands, losses and liability of any kind or nature brought by any party in connection with Rural Livelihoods Resilience Programme.
  2. The Rural Livelihoods Resilience Programme (RLRP**)** is an eight-year (March 2024 – March 2032) initiative of the Federal Government of Somalia, financed by IFAD, aimed at improving the livelihoods, food security, and resilience of rural smallholder households in selected districts of South West State and Jubaland. Its general goal is to sustainably increase agricultural productivity, incomes, and nutrition while building the capacity of communities to withstand shocks such as drought and conflict. Specifically, it focuses on (i) strengthening community resilience and social cohesion, (ii) enhancing smallholder crop and livestock productivity, market access, and dietary diversity, and (iii) improving programme coordination and institutional capacity with cross-cutting priorities in gender, youth, climate, and environmental sustainability. The programme includes investments in water and irrigation infrastructure, modern farming techniques, market linkages, and capacity building. For bidders, procurement is carried out mainly through National Competitive Bidding under IFAD’s Procurement Handbook, with opportunities in goods, works, and consulting services, and strict adherence to submission deadlines, bid security requirements, and specified qualification criteria.
  3. This IFB follows the General Procurement Notice that appeared on the IFAD website on November 2nd, 2024, the United Nations Development Business (UNDB) website on November 2nd, 2024, and a national newspaper ministry of agriculture and irrigation’s Website on November 2nd, 2024.

How To Apply

  • The employer now invites sealed bids from eligible entities (“bidders”) for the execution and completion of Construction of Two Livestock Market Sheds in Southwest and Jubaland States, which are being bid as a unit price contract based on the bill of quantities. 
  • This IFB is open to all eligible bidders who wish to participate. Subject to the restrictions stipulated in the bidding document, eligible bidders may associate with other bidders to enhance their capacity to successfully carry out the works.
  • The works, and the contract/s expected to be awarded, are divided into the following lots: 
  • A contractor will be selected using the national competitive bidding (NCB) method in accordance with the IFAD Procurement Handbook accessible at www.ifad.org/project-procurement. The NCB process will include a review and verification of qualifications and past performance, including a reference check, prior to the contract award.
  • Please note that a pre-bid conference will not be held as described in the Bid Data Sheet (“BDS”), Section III of the bidding document.
  • Bids must be delivered to the address and in the manner specified in the BDS ITB 22.1, no later than 11:30 AM Somalia time, 18/08/2026.
  • Bidders should be aware that late bids will not be accepted under any circumstance and will be returned unopened at the written request and cost of the bidder. All bids must be accompanied by a bid security or a bid securing declaration (as required) in the manner and amount specified in the Bid Data Sheet.
  • Please note that electronic bids shall be accepted.
