The Somaliland Development Fund (SDF) Phase 3 aims to strengthen the climate resilience of
vulnerable communities in Somaliland while creating increased income and job opportunities,
thereby helping to reduce poverty. SDF3’s ambitions are aligned with NDP3 and reflect the
priorities set out in Somaliland Vision 2030.
2. The SDF has allocated funds to the Ministry of Livestock and Rural Development (MoLRD) for the
implementation of the Qool Caday Livestock Centre of Excellence Project. As a part of this project,
MoLRD intends to use parts of these funds for the Procurement of a Contractor for Drilling and
Development of Two Boreholes in Qool Caday, identified as ICB No. P103-028.
3. The Somaliland Development Fund Secretariat now invites sealed bids from eligible and qualified
bidders for the Drilling and Development of Two Boreholes in Qool Caday as described in detail the
bidding documents.
4. Bidding will be in accordance with the International Competitive Bidding procedures as specified in
the SDF procurement manual which can be found at the SDF website via the link: SDF3 -
Procurement Manual.pdf and is open to all eligible bidders
Interested firms can request for the bidding documents from the SDF Secretariat at the physical
address or via the emails indicated below.
6. Interested firms are strongly encouraged to attend the Pre-Bid Meeting scheduled on 11 January
2026 at 10 00 hours at the SDF Secretariat Offices at the address below. None-attendance of the
Pre-Bid meeting does not disqualify a firm from bidding.
7. Sealed Bids must be delivered to the address below on or before Sunday 18 January 2026 at 1100
hours East African Standard Time. Electronic submission of bids will not be permitted. Late bids
will be rejected.
8. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone
who chooses to attend at the address below on Sunday 18 January 2026 immediately after the
deadline for the submission of Bids.
