INTRODUCTION
Windle International Somalia, in consortium with ADRA and READO, is implementing the Advancing Circular
Technologies for Infrastructure and Value-chain Enhancement (ACTIVE) Project, funded by the European Union (EU). The project aims to strengthen Somalia’s economic resilience by strategically integrating renewable energy solutions across agriculture, livestock, and fisheries value chains, with a strong focus on inclusive and sustainable development.
The ACTIVE Project is designed to catalyze green economic growth by expanding access to reliable, affordable, and sustainable energy. By embedding renewable energy technologies within productive sectors, the intervention enhances efficiency, reduces operational costs, and improves productivity for smallholder farmers, pastoralists, and agribusiness actors. In doing so, the project directly addresses systemic constraints, particularly limited energy access and high energy costs, which continue to undermine competitiveness, value addition, and income generation within Somalia’s livestock and agri-food systems.
A core pillar of the project is the promotion of circular economy principles, ensuring that investments deliver both economic and environmental returns. Through improved resource efficiency, climate-smart infrastructure, and renewable energy-powered solutions, the ACTIVE Project supports the transformation of livestock value chains into systems that are financially viable, climate-resilient, and environmentally sustainable.
In this context, Windle International Somalia intends to rehabilitate and upgrade the Qardo Meat Market Facility in Puntland. The intervention aims to improve hygiene standards, meat handling practices, storage capacity, energy access, and operational efficiency through rehabilitation of existing infrastructure, reconstruction of sanitation facilities, installation of renewable energy systems, construction of butcher workstations, and provision of cold storage equipment.
The proposed investment will strengthen the livestock and meat value chain by reducing post-slaughter losses, improving food safety standards, enhancing market access, and creating a more resilient and sustainable slaughterhouse operation for local livestock producers and meat traders.
A: TASK
Windle International Somalia hereby invites qualified and eligible contractors to submit bids for the rehabilitation and upgrading of Qardo Meat Market Facility, installation of solar-powered systems, construction of butcher worktops, and supply and installation of cold storage equipment in accordance with the specifications outlined in Annex A attached to this document.
