Job Description

The Position:

The Programme Specialist, Monitoring and Evaluation, holds overall responsibility for UNFPA’s activities in the areas of Monitoring and Evaluation and contributes to analyzing
political, social, and economic trends, providing foresight analysis and technical input to country programme development, project formulation and evaluation, joint programming initiatives, and national development frameworks. This role links internal and external data, monitoring, and evaluation systems, ensuring that programme results are tracked, reported, and evaluated in alignment with UNFPA standards. It is pivotal in connecting country-level planning, foresight, and evidence-based decision-making. The Programme Specialist, Monitoring and Evaluation, provides leadership in planning, monitoring, and evaluation of the Country Programme and engages with inter-agency working groups for UNSDCF coordination and supports national partners through the UN Data Group and Data for Development platforms.

Job Purpose:

UNFPA Somalia’s Country Programme cycle is coming to an end on the 31st of December 2025. The Country Office is now embarking on the development of the 5th Country Programme (CP) 2026-2030, focusing on three outputs: (i) sexual and reproductive health and rights; (ii) gender equality and GBV; and (iii) population dynamics and data.
Under the overall guidance of the representative and the direct supervision of the deputy representative, the Programme Specialist, Monitoring and Evaluation, will work closely with all thematic leads across all programmatic areas, leading the planning, implementation and monitoring strategies for the entire programme. This includes technical support to data analysis, foresight, monitoring, reporting (including donor reporting) and knowledge management development. S/he will act as a bridge connecting population data to programmatic results by leading and participating in field M&E missions, participating in review meetings and evaluation missions and preparing regular inputs to status and progress reports. S/he will be responsible for monitoring and evaluation, providing support to population data and foresight analysis, strategic information, and reporting at both country and regional levels. The Programme Specialist, Monitoring and Evaluation, will coordinate all M&E and reporting
responsibilities, with support from thematic leads, ensuring timely and high-quality reporting, knowledge generation and management, and leading the processes of programmatic evaluation in line with UNFPA guidelines

You would be responsible for:

A. Programme Management
● Analyze population trends, risks and data impacting ICPD agenda and SDGs
● Coordinate CO's M&E activities for Somalia Country Programme implementation
● Identify key evaluation topics, timelines, and responsible units, integrating both mandatory and strategic evaluations and facilitate validation of the plan with relevant
stakeholders.
● Facilitate inter-agency M&E coordination and UNSDCF work, ensuring quality reporting
● Provide technical advice for RBM and M&E to staff, UN and implementing partners

B. Quality Technical Support and Capacity Development
● Provide technical support in national and sub-national capacity development in population data production and use, especially in demographic analysis related to
sexual and reproductive health, and gender-based violence, and integration of population dynamics in policies.
● Integrate current population data into CO programme work, CCA and UNSDCF processes
● Coordinate information systems management and program monitoring
● Document and share M&E best practices and lessons learned
● Conduct field monitoring and collect programmatic evidence
● Support inter-agency UNSDCF monitoring and reporting ensuring and external evaluations
● Manage risk, donor reporting and corporate evaluation systems


C. M&E Framework

● Develop/refine the Monitoring & Evaluation (M&E) framework, including performance indicators, baselines, and targets.
● Ensure that the framework aligns with organizational policies, donor requirements, and international best practices.
● Build capacity among relevant staff for effective implementation of the M&E framework.


D. Results and Resources Framework (RRF)
● Facilitate the development of the Results and Resources Framework in close coordination with programme and finance teams.
● Ensure that outputs, outcomes, and impact statements are SMART and aligned with strategic objectives.
● Link results to budget allocations and funding sources, ensuring traceability and accountability.
● Review and revise the RRF as needed based on feedback from stakeholders and evolving programme priorities.


E. Population Dynamics and Data
● Provide technical support for national census, DHS and surveys, incorporating new technologies including GIS and satellite imagery.
● Build national capacity in census planning, data collection and analysis
● Support South-South Cooperation and modernization of national statistical systems
● Assist in reviewing new policy developments and summarizing their potential relevance to programme activities.


F. Coordination and Collaboration
● Work collaboratively with other team leads, ensuring consistency and coherence across thematic areas.
● Organize and facilitate planning and review meetings with internal stakeholders to align on key deliverables.
Carry out any other duties as may be required by the UNFPA CO.

Experiences and Qualifications

Education:  

Master’s degree in Statistics, Demography, Monitoring and Evaluation, Public Health, or a related Social Science discipline such as Gender Studies or Development Studies.

Knowledge and Experience: 

  • At least 5 years of increasingly responsible professional experience in the field of population, data and development, results-based management, monitoring and
    evaluation, statistics, and/or research methodologies; with additional years of experience is essential.
  • Postgraduate training in use of data, statistics, monitoring and evaluation and knowledge in the health sector is an added advantage.
  • Data analysis skills and familiarity with statistical software (i.e. SPSS, Stata); Experience in documenting results in a variety of formats, including human interest
    stories and more qualitative research and reports
  • Ability to write clear and comprehensive reports
  •  Experience in capacity building on analysis and data use, and aspects of M&E an asset.
  • Excellent computer skills especially Access, Excel, SPSS and GIS
  •  Strong interest in development work, especially the mission of the United Nations Population Fund and dedication to the principles of the United Nations; Knowledge of the UN system would be an advantage
  • Proven experience in coordinating/managing a multi-disciplinary team of staff, experts and consultants;
  • Field experience is an asset;
  • Prior experience in the UN system is an asset.
