Project Overview.

Action Against Hunger is implementing a multi-disciplinary project called RISE in Kismayu.

The project’s Result 1: Increased sustainable agro-pastoral production and livelihood diversification for vulnerable households in Kismayo supports riverine farmers with the objective of increasing their production in a sustainable manner both for improved income and food consumption and additionally promote agroforestry within these communities.

Under this result, one of the activities is the provision of agricultural input including seeds and tools to project supported farmers. This will be implemented through value vouchers. The farmers will each receive a 60 USDs voucher that they will use to redeem farm tools and a variety of seeds to use to plant on their farms. The use of the value vouchers is being done with the objective of increasing the farmers choice on what to cultivate in their farms and to choose the quantities of seeds they need. Giving them agency over their production.

The project will work with an agricultural inputs dealer. The agricultural inputs dealer will be responsible for ensuring the farmers receive the inputs they require and have prioritised in a timely manner for them to maximum the deyr farming season. Additionally, the project requires that a lasting relationship is established between the input supplier and the farmers and that they continue to work together even after the project ends.

Scope of Work

The identified agricultural inputs supplier is expected to serve 300 farmers in Kismayu district across 03 villages i.e Haji Weyne, Yontoy and Bulagadud.

The scope of work is as below:

  • Once identified, plan for and facilitate meetings with the project beneficiaries, to establish their agriculture inputs needs (seeds and tools).
  • Based on the beneficiaries’ preference plan for agricultural inputs fairs/distributions.
  • Each project supported farmer will receive a voucher worth 60 USDs, that they will redeem for their choice of seeds and tools. They should however have a mix of seeds and not only redeem one crop variety.
  • The seeds distributed should be certified and open pollinated variety seeds.
  • The tools should be of the best quality made of long-lasting materials and of the right size to be used by the farmers in the target villages.
  • Hold farmer sensitization sessions on best practices for the different seeds, establish networks with the farmers by sharing their contacts and store locations ensuring the farmers can contact them or their distributors if need be and in the future. This will be a top up to the agricultural inputs and will not be charged/paid for.

How To Apply

General application process.

Interested applicants who meet the required profile are invited to submit an expression of interest, including:

  • A quotation that indicates the prices per kg of these crops: maize, sorghum, cowpea, sesame, onion, bean and groundnuts.

  • A quotation that indicates the prices per 50 grams of these vegetable crops: tomatoes, onions, amaranthus, spinach, corriander, chilli and lettuce.

  • The financial offer must be drawn up using the BoQ form. The BoQ form can be typed or hand-written with indelible ink, including the company logo and responsible persons.

  • The length of time it will take to deliver the seeds and do the distributions(this should be a maximum of 14 days).

  • The willingness to do farmer sensitization sessions on best practices for the different seeds, establish networks with the farmers by sharing their contact addresses ensuring the farmers can contact them or their distributors if need be and in the future.

  • Experience doing similar work with other organizations and especially in Kismayu.

  • All bids must be submitted in USDs.

  • The delivery location is the 03 target villages i.e Haji Weyne, Yontoy and Bulagadud.

  • Additional information to be submitted: company registration, company profile. Action Against Hunger reserves the right to ask for more documentation.

  • Only complete bids will be evaluated; partial bids will not be accepted.

  • The bids must be in English.

  • Bids must be submitted on company letterhead, be stamped and emailed to procurement@so-actionagainsthunger.org

  • By submitting the bid, the bidder agrees to the contract documents sent with the RFQs. Alternative offers are not accepted.

  • The submission deadline is 23rd September 2025.

  • Action Against Hunger reserves the right to accept or reject any quote, to annul the solicitation process, and reject all quotes at any time prior to award of PO, without thereby incurring any liability to the affected vendor.

  • Evaluations of Quotations: Only complete bids that include full documentation will be evaluated and bids that don’t fulfill all requirements listed will be excluded from the evaluation.

  • An Award of a Purchase Order (PO)/Contract: a PO/Contract will be awarded to the bidder with the most economic bid (price and all other conditions). The successful bidder will sign a PO/Contract with the General Conditions of Contract for Procurement of Goods or Service
