The overall objective of the ALIGHT in Somalia program is to prevent death and alleviate human suffering among affected internally displaced persons (IDPs) in settlements and host communities where we work.
Our Somalia Program has established comprehensive offices in Mogadishu, Kismayo, Dhobley, Hargeisa, and Laas Anood, along with our regional office in Nairobi, Kenya. Alight works closely with national and regional authorities, as well as various Somalia-based international and local organizations, to coordinate and deliver lifesaving humanitarian assistance to those in need.
Position Summary
The Team Leader will be responsible for overseeing the implementation of the World Bank-funded “Somalia Empowering Women through Education and Skills ‘Rajo Kaaba’ Project” in Juballand/Southwest State, Somalia. This position entails leading a diverse, multidisciplinary team to deliver an 18-month integrated education and vocational training program targeting 7,000 youth, including 6,000 women and 1,000 men. The Team Leader will ensure the program effectively achieves its goals of enhancing literacy, numeracy, life skills, and vocational capabilities among marginalized youth, with a particular focus on women.
Responsibilities:
Program Leadership and Management
· Oversee the comprehensive planning, implementation, and quality assurance of an 18-month educational and skills development project, ensuring effective delivery and measurable impact.
· Ensure all program activities are aligned with the objectives of the Rajo Kaaba project, as well as relevant governmental policies and strategic guidelines.
· Lead a team of key experts to ensure the successful implementation of integrated literacy, numeracy, life skills, and vocational training programs.
· Collaborate closely with the Ministry of Education, Culture and Higher Education (MoECHE) and Jubaland/Southwest State Ministry of Education to facilitate curriculum review, approval processes, and pedagogical quality.
Team and Stakeholder Coordination
· Establish pathways to employment and entrepreneurship for program graduates by engaging with local businesses, public sector entities, and private sector partners.
· Foster effective communication and coordination among project staff, government agencies, community leaders, and other key stakeholders to ensure program coherence and community buy-in.
Learning Environment and Resource Optimization
· Ensure that learning spaces are accessible, safe, and conducive to effective learning, utilizing existing public facilities where appropriate to optimize resources.
· Work collaboratively with stakeholders to adapt facilities and resources to meet program needs while maintaining safety standards.
Alignment and Partnership Development
· Align project activities with local, national, and donor priorities through ongoing engagement with MoECHE, the Project Implementation Unit, State Ministry of Education, and other relevant entities.
· Build and strengthen partnerships with local educational institutions, employers, community organizations, and other partners to support program sustainability and scalability.
Financial and Administrative Oversight
· Manage program budgets effectively, monitor expenditures, forecast future financial needs, and perform budget holder responsibilities with diligence.
· Lead the development and implementation of Monitoring & Evaluation (M&E) frameworks, including baseline studies, midline assessments, tracer studies, and endline evaluations to track impact.
Performance Monitoring and Reporting
· Track and analyze key performance indicators such as enrollment rates, attendance, learning outcomes, graduate employment, and entrepreneurship engagement, ensuring continuous program improvement.
· Prepare comprehensive reports, including quarterly and annual progress updates, ensuring compliance with donor requirements and organizational standards.
Safeguarding and Ethical Standards
Uphold safeguarding policies and procedures to protect vulnerable populations involved in the program, ensuring a safe and respectful environment for all participants
Education:
· Master’s degree in education, economics, public health, Engineering or a relevant discipline,
Experience:
· Minimum of 10 years of experience. The experience should include the following:
· Experience in managing education programs for adults and young women.
· Experience in overseeing programs that provide education and skills training to adult learners and young Women. This could include managing projects that aim to improve the education and skills of these target groups on a large scale. For instance, the candidate may have worked on a project that provided vocational training to women in rural areas, helping them acquire new skills and improve their employment prospects.
· Expertise in designing and implementing education programs specifically for women and young girls.
· in-depth knowledge and skills in developing and implementing educational initiatives that cater specifically to the needs and challenges faced by women and young girls. This could involve creating programs that address gender disparities in education, promote girls' access to education, and empower women through education and skills development.
· Proficiency in evaluating programs and materials, establishing student support systems, implementing assessment strategies, and managing administrative systems.
· Proficiency in English language, knowledge of Somali language will be an added advantage.
