Background
Founded in 2006, NAFIS Network is a leading civil society organization in Somaliland focused on promoting gender equality, advancing human rights, and eradicating Female Genital Mutilation (FGM). Established by women leaders, NAFIS works to empower women and girls, combat gender-based violence, and support marginalized communities, particularly in rural and conflict-affected areas. The network plays a pivotal role in advocating for legal reforms, providing survivor support, and driving societal change.
As NAFIS continues to grow and expand its impact, the organization seeks a qualified Finance Manager to oversee financial operations, ensure accountability, and support decision-making processes. The Finance Manager will manage budgeting, financial reporting, donor compliance, and financial analysis, working closely with senior leadership to ensure financial health and sustainability, thus enabling NAFIS to continue its critical work in promoting gender equality and human rights.
Purpose of the Position
The Finance Manager will be responsible for managing NAFIS Network’s financial operations. This includes overseeing budgeting, financial reporting, cash flow management, and compliance with donor requirements. The position will ensure that financial resources are used effectively and efficiently in support of NAFIS’s mission.
Key Duties and Responsibilities
1. Financial Management
• Report to the Executive Director on a monthly basis, providing updates on the organization’s financial status, including cash flow, budget status, and financial forecasts.
• Prepare financial reports and ensure timely submission to internal stakeholders and donors in compliance with reporting requirements.
• Develop and monitor budgets for various programs and projects, ensuring alignment with organizational goals and available resources.
• Manage cash flow to ensure sufficient liquidity to meet the operational needs of the organization.
• Review and approve all financial transactions to ensure compliance with organizational policies and donor agreements.
• Advise on necessary adjustments to budgets based on financial performance and programmatic needs.
• Ensure all financial records, including cash books, bank reconciliations, and audit files, are prepared and maintained in accordance with international accounting standards.
• Prepare for and assist in internal and donor audits by providing accurate and complete financial records.
2. Budget and Financial Planning
• Work closely with program staff to develop and manage budgets for individual projects and programs.
• Monitor and track program expenditures, ensuring that programs stay within their allocated budget.
• Provide financial guidance to staff and management to ensure efficient use of funds, recommending corrective actions when necessary.
• Prepare financial forecasts and assist in the development of organizational strategic financial plans.
3. Cash Flow Management
• Oversee the daily management of cash flow, ensuring sufficient funds are available to meet operational needs.
• Manage bank accounts and ensure timely reconciliation of transactions.
• Ensure effective use of petty cash and manage the replenishment process as needed.
• Coordinate with relevant staff to ensure proper handling of cash advances, and ensure timely reconciliation.
4. Payroll and Staff Benefits
• Oversee payroll processing, ensuring that salaries, tax liabilities, and benefits are paid in a timely and accurate manner.
• Monitor allowances and reimbursements, ensuring compliance with policies and budgets.
• Ensure that tax filings and related reports are submitted in accordance with local regulations.
5. Donor Financial Reporting
• Prepare donor financial reports as required, ensuring accuracy and compliance with each donor’s reporting guidelines.
• Maintain a financial tracking system to track grant expenses and ensure adherence to donor agreements.
• Provide recommendations to the Executive Director and senior management on improving financial processes and maximizing financial resources.
6. Financial Oversight
• Ensure proper record-keeping and reporting of all financial transactions.
• Coordinate the preparation of annual financial statements and ensure they are in compliance with local accounting regulations and international standards.
• Identify and implement financial controls to minimize risks and prevent fraud.
1. Educational Requirements
• Bachelor’s Degree in Finance, Accounting, Business Administration, or a related field.
• A Master’s Degree in Business Administration, Accounting, or Finance is an added advantage.
2. Experience
• Minimum of 5 years of professional experience in financial management, accounting, or related areas.
• At least 3 years in a supervisory or managerial role, managing budgets, financial reports, and audits.
• Proven experience in managing donor-funded programs and understanding donor financial reporting requirements.
• Experience with accounting software and Microsoft Excel.

Terms and Conditions
• Salary: Competitive, based on experience.
• Contract Duration: Permanent, subject to performance review.
• Location: Hargeisa, Somaliland
• Work Hours: Full-time, 48 hours per week- Sunday to Thursday
Reporting Structure
• The Finance Manager will report directly to the Executive Director and collaborate with program staff and senior management to ensure the effective use of financial resources across the organization.
