TERMS OF REFERENCE

The Somalia Joint Response

The Oxfam led Somalia Joint Response (SOMJR) 2024-2026 consortium comprises 14 organizations: the international NGOs Oxfam, Medair, World Vision, and SOS Children’s Villages, alongside the local partners SSWC, Zamzam Foundation, DAWA, SAACID, GREDO, PASOS, KAALO, SADO, Taakulo, and the Nexus Consortium.

Its strategy is centered on the Protracted Crisis Joint Response (PCJR) model for multi-year resilience-building and multi-sectoral action. The response targets specific regions including Banadir, Lower Juba, Middle Shabelle, Waqooyi Galbeed, Hiran, Togdheer, Bay, Gedo, Sanaag, Lower Shabelle, Sool and Mudug focusing on areas prone to drought, flood, disease outbreak, and conflict. Consortium members deliver integrated programming that combines emergency aid with community-based resilience-building.

About the Project

Somalia’s pastoralist communities face recurring droughts, flooding, and shrinking grazing areas, causing widespread livestock loss and threatening food and income security. Under the DRA-funded SOMJR 2024-2026 initiative, Oxfam and partners (SADO, SSWC, KAALO, Zamzam Foundation) piloted and scaled up, hydroponic fodder systems as a climate-resilient livestock feed alternative. Spanning 124 sites across 10communities, the phased approach prioritized local ownership, inclusive engagement, and practical adaptability in fragile contexts.

The pilots yielded over 202 metric tonnes of hydroponic feed, supporting 1,166 goats over three months. Nearly 5,500 participants, predominantly women were trained and reached through community-led learning processes. The initiative demonstrated environmental suitability, social acceptance, and operational viability, especially for marginalized and displaced populations.

Experiences and Qualifications

6. PROFILE REQUIREMENTS

The company/ individual(s) should have the following competencies:

• An advanced degree (Master’s or higher) in Business Development, Agricultural Economics, Social Enterprise, Environmental Studies, Innovation Management or a related field. Certifications in sustainable business planning are an asset.

 

• A minimum of 7–10 years of experience in designing and implementing sustainable business models in humanitarian or development settings, preferably in fragile or climate-affected regions.

• A proven track record in micro-enterprise formation, value chain strengthening, and investment readiness assessments, specifically within the agricultural or livestock sector.

• In-depth knowledge of the Somali context, including its humanitarian, economic, and environmental dynamics. Experience working in East Africa is essential.

 

• Demonstrable technical skills in market analysis, financial modeling, and packaging innovations into donor-friendly investment briefs and operational toolkits.

• Excellent written and verbal communication skills in English.

• Evidence of ability to work collaboratively with a consortium of partners and translate technical insights into actionable, practical plans for communities.

• Flexibility to adapt to changing schedules, logistical hurdles, and the challenging operating environment in Somalia.
