INTRODUCTION
Windle International Somalia, in consortium with ADRA and READO, is implementing the Advancing Circular Technologies for Infrastructure and Value-chain Enhancement (ACTIVE) Project, funded by the European Union (EU). The project aims to strengthen Somalia’s economic resilience by strategically integrating renewable energy solutions across agriculture, livestock, and fisheries value chains, with a strong focus on inclusive and sustainable development.
The ACTIVE Project is designed to catalyse green economic growth by expanding access to reliable, affordable, and sustainable energy. By embedding renewable energy technologies within productive sectors, the intervention enhances efficiency, reduces operational costs, and improves productivity for smallholder farmers, pastoralists, and agri-business actors. In doing so, the project directly addresses systemic constraints particularly limited energy access and high energy costs that continue to undermine competitiveness, value addition, and income generation within Somalia’s agri-food systems.
A core pillar of the project is the promotion of circular economy principles, ensuring that investments deliver both economic and environmental returns. Through improved resource efficiency, waste reduction, recycling, and regenerative practices, the ACTIVE Project supports the transformation of agri-food value chains into systems that are not only financially viable but also climate-resilient and environmentally sustainable. This aligns closely with EU priorities on climate action, green transition, and sustainable value chain development.
The project also places strong emphasis on market-driven and gender-responsive approaches, ensuring that interventions respond to real market needs while promoting economic inclusion particularly for women and youth. By strengthening linkages between producers, markets, and value chain actors, the initiative contributes to more resilient local economies and improved livelihoods.
In this context, Windle International Somalia intends to procure and supply a refrigerated pickup truck to support a women-led dairy cooperative in Jalam, Puntland. This targeted investment will significantly enhance the cooperative’s operational capacity by improving access to dispersed milk producers, reducing post-harvest losses, and ensuring compliance with quality standards during transportation.
The provision of cold-chain logistics is expected to extend the shelf life and preserve the quality of milk, enabling the cooperative to access wider and higher-value markets. In turn, this will lead to increased incomes for women members, improved food safety for consumers, and strengthened resilience of the local dairy value chain. The intervention also demonstrates a scalable model for integrating renewable energy-powered cold storage and transport solutions within Somalia’s livestock sector.
A: TASK
Windle International Somalia hereby invites qualified and eligible bidders to submit their proposals for the supply and delivery of a Refrigerated Pickup Truck, in accordance with the specifications outlined in annex A attached to this document.
